The plan has been Jey since early Fall, as his popularity hasn't waned. However, internally the brass know his matches aren't well-received and there's plans to parlay his match with Gunther into a Triple Threat. This permits Gunther to lose with Jey eating the pin.
The third name keeps fluctuating. Sami and Seth were front-runners up until very recently.
