Guys were getting up from them and no-selling the piledrivers all the time. Then Austin took one that stung him and gave him spinal stenosis, and more importantly to Vince at the time a piledriver that took the big push out of commission with no clear view of whether Austin could return to in-ring action or not.
That's why he banned the move. Nobody did it justice and it nukes runs when it goes wrong.
The Undertaker is the exception because the tombstone was a certified finish that nobody kicked out of, and only at special occasions carefully curated would an opponent kick out, the caveat being that those are guys who were happy to sell the shit out of that move and put it over.
