Nick Khan isn't a booker and wants out, he was just there to facilitate the deal, so he's not doing creative.
HHH was assigned to the position of creative head but the Rock politicked with Ari to get on the board of directors so the Rock can contribute to creative and take credit for everything, as he always wanted.
