Its been that way for decades now
The TV is there to get the story and characters over to want to build the match for the PPV or now streaming
and before that you mainly saw them wrestle jobbers on TV and never saw 2 major wrestlers go at each other in the ring unless it was a PPV or at a house show.

I'm not commenting about modern wwe, I'm just saying that wrestling is shit and meaningless without compelling conhesive storytelling. This is why I stopped watching AEW, for instance: 90% of the matches were meaningless exhibitions.
