Like on The Apprentice, it was an actual competition where people were trying to win, but the producers knew who the people were who caused all the drama, so they'd tell Trump to keep those people on for as long as he could. Not that he'd name someone the winner who he didn't actually think should win, but in earlier weeks of the competition, if it was between the troublemaker and someone else who they knew wasn't going to win the entire show, they'd want Trump to keep the troublemaker on. There's also editing tricks, they can show things out of order and slot in reaction shots out of context to shape the narrative they want. But I don't think that the entire show is a work.
