How can this even be fixed at this point? If one of those guys decides to go for the WHC it will just be seen as creative cooling down on them and putting them in a lower feud

Because Gunther's IC reigns has various of midcarders who wants to challenge for IC belt. Meanwhile Gunther's WHC reigns has little top guys who wants to challenge him for the belt, that's why Gunther (and also Cody) feels lackluster runs.
