Yes. Back when WCW was apart of the NWA the Television championship was considered a upper-midcard title. Dusty and others were fighting for it when they weren't fighting for the world belt. When WCW became independent it eventually became a curtain jerker title.

If there is no midcard belt above it like in ROH then it's the midcard belt and secondary belt. But distant secondary belt.

WCW ended up usimg hardcore belt later. I think they tried to revive the tv belt with hacksaw. Then it vanished again.

tv title made sense in the old days when shows mostly jobber vs jobber matches, a title defended only television gave the shows a little extra prestige and the time limit rules allowed heels to stall and give plenty of shine to the face without jobbing. i never really understood it in ecw though, it seemed to be positioned just as or even more important than the world title at times.
