Brian at least had his relationship with Stewie so he was still relevant. All Quagmire had after this is hating Brian. He lost everything funny and just became a catdad who literally acts like how Brian used to, but we're supposed to take it seriously now.
Brian needed to be knocked down a peg, but it should've been by Peter or Lois or something. Outside of that, Brian would get annoying, but he usually was right by the family. When Peter got shipwrecked, he's the one that took over.
