WWE isn't AEW where every new cunt is put on TV the day they are signed for some new toy pops and then lost in the shuffle, it's not infallible and perfect, but you can count on it being a damn sure they won't put him on just to do work rate matches when they can fit him with anything Bloodline or New Bloodline related even passingly because that establishes to crowd.
I'm also speculating, that if they signed Zilla Fatu, they will stick Hikuleo and him in a tag for NXT first to get some personality on them, but that's purely speculation out of what I think is the best route based on how many coconuts already are on the main and main not needing another brooding coconut faction in there either
