Did you not see his world title "reigns"? After WM22, he lost to A-Train and other big guys until dropping the title and getting shuffled down the card. The next time he would get the belt, Cena beat him for it the same night. Even going in the Hall while still active was weird because I thought he was going to put over Dom and retire but he's still there. But you know what? Also more or less because Vince thought he was dimes and the mask was marketable. Vince personally wrote a letter to the king of mexico to ask for Rey's mask back. The guys Vince fucked with he fucked with because they needed the WWE more than he needed them, but he saw Rey as a dimes machine and didn't want Rey going elsewhere
