It's just setting up a longer feud between the three so that there's content for next year. Heyman will side with Seth and they'll have the Seth betraying Roman angle, the unfinished Punk vs. Seth beef, and the Heyman drama which is also a good opportunity to bring Brock back. The ending being a surprise that makes people want to tune in to see what happens next will be enough to sell it as a main-event, even if it looks weird during the build up.

Even if you want to pretend this feud has had a well thought out build I don’t get how you can possibly think they’ve done very good touting this as a grudge match between 3 guys. The catalyst of this entire match is that Roman got eliminated in the Rumble (and it wasn’t even done in an underhanded way, Punk just threw him out).
