DOESN'T call an audible, DOESN'T call the match off. ZERO agency in this motherfucker, probably too scared to lose his job for doing what's right.
I'll include the doctor in this who's coming to the ring to talk with Pac. Why the fuck isn't he ending the match for the ref?

Swerve is standing there utterly ignorant of what's happened.
He doesn't understand English as evidenced by working on Pac with the injury, cannot think on his feet, and is an utterly unsafe worker for causing this shit in the first place for the umpteenth time.
Wrestling's hard. Wrestling safe is essential. If you can't do it, don't do it. Stop ending people's fucking careers.
Swerve also didn't have the agency to say to the ref "maybe Tony has to bite this bullet and call it off". No responsibility, no accountability.
