Harada was running the company into the ground, booking far too many shows and workers were getting injured left and right. Locker room morale was at an all-time low.
Rossy probably got a ton of pressure from the workers to do something, so he put the wheels in motion. And it probably would have worked if Harada hadn't been replaced with Okada, who bent over backwards trying to alleviate fears and accommodate the roster. He hasn't been the best booker (I have a feeling he lets the women book a lot of their own stuff actually) but he pulled off a miracle putting out that fire.
Rossy probably had strong reason at the time to believe more people would jump ship with him.
