It's like asking if Baywatch was a good show. The early seasons of Charmed and Baywatch attempted to do stories which were so-so writing without the witty charm of something like Buffy. The later seasons embraced being fap bait material and were mostly focused on working in some T&A, skimpy costumes, or anything else to work up the viewers with the thinnest string of a plot line left.
