He got a huge win over Flair at GAB 90, and where did that go? Nowhere. His heat fizzled and they went back to Flair by January. Sting would be built up to win over a dangerous heel, then fail miserably in the top spot and have to drop the belt.
And yes, that's what happened at Starrcade 97 too. Sting was so strung out and out of shape in that match. He looked awful. He completely dropped his Crow gimmick. And it was so bad that he spoke his first words since around fall of 1996. Those words: "Mamacita!" that he shouted exuberantly into the camera after winning.
Sting would drop the belt not long after. 1998 he was a drug addled mess (Wolfpack Sting sucked) and lost in the shuffle until finally he went off to rehab.
Flair was The Guy in WCW. Sting was the guy the execs wanted because the kids loved him. Even when Flair went to WWF, they couldn't get Sting established as top guy. They even experimented with putting the title on Ron Simmons. That should tell you how poorly Sting could handle the top spot. He was a shrinking violet.
Then by 1994, WCW started to make their big push to national prominence by putting the belt on Sting and trusting him to lead them! Oh no, wait. That didn't happen. They signed HULK HOGAN and made him the centerpiece of WCW. Sorry Sting.
And of course we both know Hogan kept that spot when he turned heel with the nWo. The promotion centered on Hogan and who could beat him.
