Currently, Hangman. Not only from an in-ring and promo standpoint but he's the only one that comes to mind from this current generation that actually puts a level of care into character work. I may be missing more names though.

His promos are fine, but simply too generic because they obviously write for him. If you watch his WWE vlog stuff he does each week he's extremely funny and quick witted. They need to stop trying to "teach" him promos and just let him be himself
