She has a lot invested in this character. It's a great springboard for other endeavors.
Retiring in an emotional manner then going full radio silence? It's brilliant. People miss the shit out of her and are sad they'll never see her again. It works, but it works almost too well.
But what would be the reaction if, at the height of Saya's reign of terror, Tam finds a way to make a triumphant return out of the blue to strike her down? And afterwards wins the title and goes on to have a proper retirement run with the normal niceties that give us closure on a well-decorated wrestling career?
It'd be dimes, some of the biggest dimes you could draw. All she'd have to do is hold off until the right moment.
If anyone knows how to work the fans, it's Tam. Not saying it's what she'll do but I wouldn't put it past her.
