A) They don't have the facilities to support NXT and the PC in Vegas, which would need to be found or built
B) They already have the facilities in Florida and they're up and running
C) They'd have to hire more doctors if everyone was in Vegas so why not simply keep the doctors that are hired in Florida?
It would be a massive investment for the same of consolidating some production costs or maybe hiring fewer physiotherapists or whatever
