Okada possibly would have as well had he gone to WWE. Which he probably would have done had Tony not hired him. Maybe he would have returned after that, maybe not.
The point is that Tony did New Japan a favor by keeping him in their ecosystem. Okada was likely a part of those conversations as well. People can want different things that are mutually exclusive in the long run, like wanting to be a WWE superstar AND wanting to be a big star back home. It's not always "this not that", but life usually forces us to choose. His wife is a big star back home (bigger than he is, if I'm not mistaken) so being able to go back probably won out and the money in his pockets probably helped convince him as well.
Nakamura went the WWE route. He didn't have the option offered to Okada. No shame in that either.
