I don't get why people act like he's actually in charge. On the creative side sure. Even then clearly the Rock outranks him and can throw his weight around to at least some degree. Triple H is used as the spokesman of the company sure. But there's the entire board of directors and as you've also mentioned TKO who more than anything are at the top and making all of the actual big decisions. It's almost not fair to compare it to Vince who only ever operated to his own decisions because there was no parent company
