My theory is Tony never wanted to give a big push to Wardlow because he's a psychotically obsessive workrate mark who just wanted Wardlow around as MJF's muscle. It was obvious a pivot was needed with how over he'd gotten, but booking who's most over has never been a priority for Tony, so Wardlow remained in the same place as he was before turning on MJF rather thsn be put in the Batista spot.
