I think it's because he was a talent, particularly one who liked being in longer segments; he's sympathetic and afraid to cut time from matches or segments that should be shorter. Bringing it back to PLEs, this can become an issue because they're still blocked for several hours, so if you're not confident enough to fully use that entire time and make sure those matches get every minute you've allotted, then you have to pad the time between.
