With how insanely strong they kept Roman for years, you seriously could have plugged any other wrestler into that role and he'd be the highest drawing wrestler in history. Roman is nowhere near as popular as guys like Hogan, Austin, The Rock, etc. All 3 of those guys were part of the pop culture zeitgeist at the time. The average non-wrestling fan knew who they were. Nobody knows who the fuck Roman is. He's not an actual draw, he was just pushed like he was.

Thanks to reigns being a shitter and never truly over, it solidified Vince's vision in having no wrestler is bigger than the brand.

They tried for a decade to make him a special attraction but still way lower than Lesnar and Cena levels.
