They couldn't confirm to Vince - or anyone else - so early into the investigation that Chris was the one who killed Nancy and Daniel
The initial investigators didn't even find the suicide note yet that he left in the bible
And before anyone says "they found Chris hanging so they had to know he did it then killed himself".....law enforcement has to completely rule out all other possibilities such as the crime scene being staged
They can't be like the rest of the public and end investigations just based on "common sense" conclusions
Imagine if a journalist/cop told Vince "they found Chris hanging, he did it" then Vince took that as gospel and immediately distanced himself from Benoit via a public statement, making it all but clear that he thinks Benoit was a killer
Then later on the cops say further investigations revealed that the scene was staged and the entire family was killed by another party
Vince (and WWE as a whole) would have never lived down that rush to judgment of one of the most respected wrestlers in the business
As bad as the tribute episode looks in retrospect, they made the safer call in the absence of further available details
Better to assume the best of someone initially and be wrong later, than to initially assume the worst and be wrong later
