No it's because 99% of tough guys don't want to do fake and corny wrestling these days and the audience is full of nerds and dweebs and they'd rather see dweebs like themselves than big jacked dudes. It's also because watching slow, plodding WWE-style wrestling with their production looks like shit and reminds everyone how hokey it is. People really don't know peak Arnold.
But the dude was Mr. Olympia. He was the biggest. That's the point of how he made his name in the first place. Pro-wrestlers were traditionally amateur bodybuilders first and foremost but they were never going to mog the champs of that sport.
