All time legend? I'm in the fence, he's upper mid tier, mainly pushed by being surrounded by more than a few charisma vacuums. Solid performer when he gets the mix of being an antagonist (not necessarily a heel) right. But too easily fucks that up when being a self mark bubbles over. I'd compare him to Bret Hart.
