Billy offered to make an alliance with WWE, he even offered to become a developmental for them. But just like in the old days WWE has a hate boner for the NWA. I mean, look what happened when they did that NWA invasion angle back in the day. It could have been really good but they just buried the NWA and didn't really do anything for them in return.
