Hogan did not politick for 2 decades to "on his way to the top." Hogan was brought into WWF by Vince specifically to be the top star! So Hogan was at the top from the very start. And he was brought into WCW, and paid 3 times what their top stars were making, because Eric wanted Hulk as their top star so he could sell Turner Broadcasting on his high-budget concept for Nitro.
Yes, Hogan did politick at times. All the top guys did including Austin and Rock. But Hogan also was very generous and put over a lot of guys in his later years either by letting them beat him, or by giving them a rub via teaming with them. This was especially true during his early 2000s run in WWE. Hogan was a lot more generous in that regard than Cunter or Austin ever were.
