Nick Khan CALLED the Rock to come up with something, Rock CALLED his writer (the same shitter who was head of creative during the worse WWE era, 2002-2015 aka the Cena era) HE came up with the Soul shit, Rock puppeteered it, Triple H is literally giving Rock the final touches the night-of to say what he said, THEN as WM approached the real writing team literally said "we have to make something out of what the Rock said to Cody", the Rock rightfully so never wanted to be involved in the first place and didnt show up, the Travis Scott shit was all HHH and company.
bottom line is, Rock took all the blame, he tried to give hints on that interview with Pat Mcafee, but nobody is going to rant about some owner of TKO nobody even sees or has any public image, isntead Rock is the easier target because hes actually a public entity
now all the Cena promos were also shit and had nothing to do with Rock, he probably made the best for what they gave him
