It's always been a thing that promotions push some wrestlers and forget about others, sometime fumbling great talent along the way - although I don't see anything that makes me think Melo is a great talent.
What is different is wrestlers begging online for a push and, unless this comes from the Fed directly, it's not their fault.
You gotta ask, what has happened to wrestlers that they think crying and winning in public is going to help their careers?
