Tony took 12+ guys out of New Japan. But the only Japanese talent he landed from the company was Okada. He grabbed Takeshita from DDT. Yuka was with AEW from the beginning and probably signed on full time because of Takeshita rather than anything Tony offered. Mina was always going to be bigger in the US because charisma gets you further here than in Japan.
He's not drawing much Japanese talent. And most Japanese workers don't want to live here unless they're in WWE.
The other side of it is AEW doesn't have a prestigious women's scene while Stardom is easily the most prestigious women's company outside of WWE. Being on AEW television is probably nice, but scraping together far inferior indy showings when Tony isn't booking them would probably be a lot less nice.
I think they'd jump right on board if it was Paul offering but joshis have a tendency to disappear from public view when they're on Tony's roster. Sure, the money is nice but that only takes you so far unless you're making the big bucks and, meanwhile, wrestling careers are built on exposure.
