The only number I've ever heard attached to indie DVD sales was 2,000 and it was in reference to ROH which was much more popular than PWG. So even with piracy, I don't think more than 5,000 ever saw a single PWG match. And now for the history lesson:
>WWF starts buying TV time slots and top talent of every territory putting them all out of business
>Way less wrestlers can make a living wrestling, there are way less opportunities for young wrestlers to gain experience and develop their talent, indie wrestlers are lucky to wrestle every weekend
>by the mid 90s WWE as the industry leader craters public interest in wrestling by being a gay cartoon for kids making it so only weirdos want to get into wrestling
>after over a decade of having a practical monopoly over the industry WWE finally starts in investing in a developmental program
>at this point public interest in wrestling is at the point where indie workers are lucky to work twice a month
>through their own mismanagement and incompetence WWE closes their developmental territories and replace them in a huge PR stunt with an overpriced and unproven performance center
>people are so sick of WWE they actually start watching New Japan, who are also at one of their lowest point, and now those fans assume bad indie wrestling is good just because it is different than the WWE, which failed to hold their interest
So after near half a century of being the top trendsetter in the industry, and destroying any chance anyone outside their system can have to develop their skills, you choose to blame PWG, an indies with no viewership or influence?
