For me its not even a matter of titles. Dean is a KWABlord but outside of AEW pushing him he's always been able to actually generate a genuine crowd reaction and he's worked storylines significantly better without massive oversight.
FCW Dean worked well with Regal, the rivalry was one of the best Regal ever had. Roman took almost 10 years to be able to properly have any sort of consistent character and it took him basically going on a Super-heel dominance streak.
Meanwhile, Seff is stealing shit from his wife's wardrobe, cannot hold a face reaction for more than a month, can't stop working himself into a shoot. Dean at the very least, swam in 3 different companies. His NJPW swim was shit, but if you put Seff in another company without Hunter he'd be lost and wouldn't have any character. He'd be a shitter. Most if not all his feuds or anything he's done character-wise depended on other people working for him. Punk? During the S.H.I.E.L.D. Roman? S.H.I.E.L.D. Triple H? S.H.I.E.L.D. Even Cody carried his ass through a feud. And that's saying a lot, because Cody is notoriously kind of shit at doing feuds.
Who the fuck even likes Seff? Genuinely, he's "competent" in the ring, but so is Randy and Randy's had better feuds and he's more interesting as a character. 5x more likeable as well.
