Vince didn't really budge for anyone. He and Punk got along very well but Vince always made it clear that Punk was number 2 to Cena's number 1. As for HHH, he's got Punk at the twilight of his career and nowhere left to go. I don't think he's sabotaging Punk at all but Punk does have to play ball.
