Bret and Shawn were anti-draws, Taker's 1997 title run is one of the worst drawing runs of all time (worst-drawing WrestleMania pre-Network, one of the worst-drawing SummerSlams) and The Rock was not ready to be the top guy of the company for 2 years.
There's a reason Austin is still the biggest draw of WWE despite his relatively short time on top compared to Hogan, Cena and Cody.
