If you view AEW as a completely different kind of business than your regular wrestling federation it makes more sense. Unlike any other company there is no fail state for the performers, you just keep drawing more money out of Tony regardless of pops, sales or even being on the show.
You have to understand that while Sasha fails to draw viewership or pops, she in still draws money out of Tony's pocket, according to her, more than any female wrestler in the history of the business. She cannot be a failure when she's drawing the most dimes to her bank account.
