Tony doesn't want a good product. He doesn't even want an alternative to WWE or to do good for pro wrestling. He just wants to be babyface Vince McMahon. He wants to be acknowledged as the savior god of pro wrestling, and anything that takes away from that goal is unacceptable to him. Dave is just a big giant mark. In previous decades when muscle big men rule wrestling Dave would always claim that "You can't have too many Hogan muscle dudes or giants on the roster as it will take away their specialness" (and he was right). Yet has he ever criticized AEW that 95% of their wrestlers are all the same variation of each other. Of course not, he just passes out 4 & 5 star matches to everyone and call every PPV the best PPV of all time because every wrestler style panders to him, even though he mentioned in the past too much of the same type of wrestlers (non-coincidently, styles he's not a fan of) hurts the product

Tampering is a thing in cartels like the NFL which have rules about trying to poach talents from other cartel members.
