Probably going to step up to STARDOM. Anywhere else in Japan would be a step down.
Don't see WWE being particularly interested in her. She's an indy fan favorite, not someone who would really fit in there.
AEW is a possibility but I would think Tony would have signed her already if he was interested. And if he's not, well, STARDOM would remain the better choice.

I primarily watch Stardom and not much TJPW but I've seen enough to know that Maki's gotten better over the years.
She wouldn't be main event material but I think she could swing the midcard.
Marigold would be the bolder move, although I think she'd fit in less.
Think is, though, I don't think she'd be making a move like this unless she was pretty sure of her prospects outside her home company.
