Closed fists are 'illegal' in pro wrestling but in 35 years of watching i can't recall a single time anyone was DQ'd for it. So it really isn't a rule in practice.

The over the top rule was widely disliked when Bill Watts tried it in WCW. Realize some territories did it as well but i always thought tlit was lame. He also banned moves off the top rope.
