Different landscape and product. When ECW was around WWE hadn't had a 2 decade long monopoly on the American and Canadian markets.
Dave is also not a big fan of hardcore wrestling. While AEW does go to the extreme frequently, often putting on some of the best hardcore and extreme matches of all time, these are used to add or resolve a storyline, and are grounded in strong in ring psychology. Where as ECW was just hardcore for the sake of it.

Of course it is. AEW is making every mistake TNA did, but for SOME MYSTERIOUS REASON Dave desperately defends AEW at every turn. Meanwhile, he spent years claiming TNA would go out of business any day now, and later openly admitted he doesn't even watch TNA.

AEW hasn't put on even one of the best hardcore matches of all time. Despite the fact that Heyman was/is such a crooked jew, ECW did put on some of the best and AEW will never truly be hardcore because they're on network TV. They tried to bring in Nick Gage to do some real hardcore shit, and then the sponsors shit themselves. and don't even get me started on their ridiculous attempt at an exploding deathmatch.
