The mistake people make is in assuming they establish a hierarchy of some sort. They don't. If someone is rated high, it's a fair assumption that they're really good - it doesn't necessarily mean that people think they're better than wrestlers who are rated a bit lower. Mayu's great but no one's saying she's better than Kurt Angle.
