That was a Vince issue, at no point did Nikki had any say who she would be paired with. She has said she pitched the superhero gimmick to have something else going and secure her job if her run ran stale and was surprised with it being her new gimmick out of the blue when she showed up to work one day

It sort of is. Austin, Rock, Cena, and Roman were straight up boring and borderline failures if it weren't for gimmick changes.
Even someone like Dominik thrive due to a new gimmick that fit him.

I still think he should have put people over but it's undeniable that JD made a lot of careers. Although a lot of the work was done by JD themselves, not Edge, seeing that he was kicked out at the start.

For what it's worth according to Balor himself Edge was adamant about putting him over but Vince kept pushing back and decided against it

Even losing to Edge he was fine for a while. He was still strongly placed on the card to the point that he had a world title match with Rollins that following Summerslam. Which if anything that loss was far more damning than anything from the Copester. As it was for a lot of heels at the time because Rollins was doing the 'ow my back I'm not 100%' shit while going into these one off title defenses with all of the big heels just to beat them clean. That initial WHC run was garbage

To bring that full circle I still think Edge should've been the inaugural champion. It would've given him a world title during his return run. It would've given him back the belt he never lost when he was forced to retire. More than anything it would've given an instant level of prestige and credibility to the belt that it's still to the point lacking, and it would've made it feel like a world title instead of the glorified midcard belt it's been

That was the entire concept behind him making the group though anon. Edge handpicked a bunch of names he wanted to work with over that next period, grouped them all together, and then pitted them against himself. Granted with body Orton and Cody out hurt Vince needed another top face for Raw so he turned Edge back which happened a year sooner than intended, but he was always planned to be overthrown as the leader
