I think it's because he used to be one of the boys, and wanted his twenty minute segs when he was on top, so he refuses to cut times for his guys. Same thing for matches. He doesn't often give guys less than ten.
Shawn, by contrast, will book episodes of NXT that develops programs for so many different talents--even if it's incremental--across several more segments. And he does so in a way that doesn't kill pacing.
