I'd argue that Rick (Dogfaced Gremlin) was more popular than Scott before the heel turn. I remember playing the NES WCW game and it had Rick, but not Scott, if that tells you anything.

That's just because Rick debuted and wrestled before Scott, including when that game came out. However, Rick WAS over after the Steiners broke up. He was popular just WCW didn't do anything with him.

That's not even really an argument
Rick was the one with the headgear who kept barking like a dog, while Scott was just another musclehead who hadn't done any crazy promos yet
So at the time Scott seemed like the Jannetty of the team
