It was used by romans, greeks, celts, germans, nords, hittites, scythians, cimmerians, and many other such peoples. it is absolutely legitimate to connect the swastika with the origins and identity of the early indo-europeans (i.e. aryans). the symbol is present in hinduism because hinduism is derived from one of these early aryan religions. as for the buddhists, im pretty sure they picked it up from the hindus because of the fact that buddha was from india. i can see a lot of similarity in the icons and imagery of eastern buddhism and hinduism, and im pretty sure that's why. these are all just pieces of the same ancient wisdom that have been preserved in different ways.
