If Jim Herd wasn't stupid enough to believe that he could both withhold paying back the deposit Flair paid for the NWA World Championship and force him to give the physical belt back, this would not have happened.
Also WWF treated the NWA World Championship a hell of a lot better than WCW treated the WWF Women Championship a few years later.
