The creative department cannot write a coherent storyline that sets one or more characters up to get over with the fans effectively, so HHH leans on the "surprise return" device for easy pops that allow him to think he's good at his job.
It's obvious that the masterplan is to build Bron Breakker up with the hope of establishing him as a bonafide "top guy" soon, but the current regime seems to think this is just gonna happen...... exactly like they thought the fans would accept Solo Sikoa as the top heel in 2024. Bron has more potential than Solo, but realizing a performer's potential drawing power is something HHH and his Creative Department hasn't achieved once yet. There's more to it than simply booking Bron to go over with the graceful ballerina E. Honda Spear at Wargames before being launched into megastardom with a Rumble win like the guy who HHH had win it last year.
