The opponent had to be worn down but, even more importantly, it always happened after the opponent was certain Hogan was defeated... but he never was. You could beat him down, use every trick in the book, have your entire faction whack him with chairs but he'd shake it off. The accusatory finger was just as demoralizing as the big boot and atomic leg drop.
It was the exclamation point on his rallying cry. You tried everything but it wasn't enough. The leg drop didn't knock out his opponents, it just humiliated them into submission. You were done, if you kick out you're just getting another boot and leg drop. Stay down.
