I think I heard Cornette call that "an iggy" or something once, where you'd basically pat the other guy or squeeze his arm or something. Wrestlers would do it as a "hey thanks for taking care of me, thanks for the match" gesture or sometimes would tickle each other as a rib. Asuka is notorious for doing this.

Refs are instructed to call the matches as shoots, or they should be. Someone forgets to kick out, tough shit the match is over. Someone lifts their shoulder off the mat, you stop the pin. The ref isn't the one fucking up they're doing what they should be doing. The blame lies entirely on the wrestlers.
