If you're not working in WWE you have to work in some smaller fed because that's the only place that will hire you and where you can get experience. And since they're Japanese, the feds they're going to work are in Japan.
Miyu didn't start as Miyu. She had to become Miyu working TJPW. That was her life. And just because she wants to step up doesn't mean it's easy to just get on WWE's radar - what do you think she should have done exactly, went to the US to work low-rent feds here when she barely speaks the language? That seems like a disaster waiting to happen.
As for Mina, she was lucky to get what she got. I've always said AEW was her ceiling, and that her ceiling there was higher than it would have been in Stardom. But, again, what was she supposed to do before AEW or WWE were looking to hire her? Have to work a smaller fed. She has the advantages of knowing English but, again, she learned what she knows working TJPW and Stardom. No one was going to hire either of them without the experience they got where they were and doing it in the US when there wasn't even a guarantee they'd make it in the beginning just wouldn't have been realistic.
Opportunities arise when they do and they don't land in everyone's lap at the times when they would have been most welcome. That's just life.
